300 volts is a bit high for the control grids, they need to be more like
35 or 40 volts negative. Screens at 300, though you will get grid
current with the screens at 0 also.
If you have output on 40 meters but off frequency that would hint that
you are tuning up on the mixer injection frequency rather than the
signal frequency. That could be a hint that a variable capacitor tuning
the slug rack coils has gone open. Not an uncommon failure mode in the
ceramic trimmers. A quarter drop of Deoxit on the rotating contact (near
the center) underneath with a bit of mechanical exercise (unfortunately
wrecking the alignment) may help.
After you replaced the 6CL6 driver you need to have readjusted the
driver neutralization and probably the feedback neutralization, else
that driver may oscillate at odd tunings and out of band.
Signal on pin 5 of the RF amp but not on the grid of the 6CL6 could hint
that the RF amp screen or plate voltage has gone to zero, or that the
tuned circuit has gone way off resonance from the trimmer capacitor
failure.
