[Collins] Using 32S-1 as exciter

The microphone gain sets the CW carrier level. In the 32S-1 its from an
audio tone fed to the balanced mixer for CW and tune.

You might need to connect an ALC line from the PA to control the output
of the 32S-1 to keep from driving the PA into distortion.
