[Collins] Using 32S-1 as exciter

I am building a 2KW PEP linear to be driven by my 32S-1.  In the 
instructions for tuning the linear they say to start with a cw signal of 
low power and then switch to the SSB full drive (in this case, about 
100Watts)   According to the SWR meter my 32S-1 is hitting 120 watts on 
voice peaks

Now the question?  How do I get a low level CW signal from the 32S-1 for 
the prelininary tuning  and will I need to reduce the output from its 
current 120W on peaks when using ther Linear?  The amp is a 4-1000A 
running at 3KV plate voltage.which according to my reading will require 
100 watts of drive for full legal power.
