[Collins] S-line PTO query

The by pass capacitors probably won't affect the FMing. That comes from
voltage variations. Cured only by regulating the SCREEN voltage to the
oscillators. I used a 125 or 150 volt zener diode in my 32S1 to
accomplish that cure. Regulating the plate voltage had no effect. Has to
be the screen voltage.
