[Collins] 30l1 relay -HELP

My 30l1 was working fine. When I turned it on the next day the ant relay 
engaged with the power switch. I disconnected the relay line and the relay is 
still activated for transmit. I suspect a capacitor shorted to ground.

Any recommendations or help is appreciated.
