 Hank...........regarding the inability to obtain proper bias voltage....
 check and or replace the germanium diode (D-1) in the bias circuit......
you
 can use a selenium 1N4001 series or a higher voltage diode; whatever you
 have available.

 Also replace C-7, the 10mfd electrolytic if it was not replaced with the
 others recently.  The bias voltage should adjust from between -55/-68vdc
 to -90/-125vdc, to obtain proper bias current reading.

 Concerning the S-meter zeroing......... open the RF gain pot all the way
 clockwise and adjust the "S-meter Adjust" potentiometer to zero with no
 signal..... it is located under the lid, between V-5 and T-1.

  If it will not stay in adjustment, clean
or replace the pot and replace both IF tubes,
V4 and V-5.
Also, if you don't have the manual, you should get one.

 I can't help you with the warbling question.
