Should just need  enough voltage to fire the tube and then enough
current to make the light. Sustained operation will only require the
voltage drop across the tube. If that's 20V at 500mA then he only needs 10
Watts. The required voltage to fire should be on the tube data sheet.
Have a look at the data sheet. You might be able to make it work with a
flourescent lamp ballest....
