[Collins] Was broken spring now 516F2 p.s. problem

I am not familiar with the article in ER, but I can't imagine why one would
replace the choke with a relay.
Removing the choke from the circuit would create a capacitive input filter
and the HV would soar.  Collins used a choke input filter to regulate the
voltage swings on SSB and CW.

There is a modification to place a relay on the input side (115/220VAC) of
the transformer.  This is to relieve the FREQ CONTROL switch on the 32S of
the high startup current and prolong the life of same.
