Follow-up:

Jim's response is the correct one.  However, I would add that this No. 18
wire should be replaced by something more substantial like a braided wire or
No. 14 wrapped around the shield and then soldered to the ground terminal.

I often wonder how many military units were scrapped all because of this
improper ground connection.  You would have thought that the engineers who
designed the 516F-2 power supply would have used heavier wire!
