These connectors are a bit modular. First you have the shell, then the
cap, then the cable clamp and grommet. There can be several different
inserts with different selections of pin sizes and numbers, and they can
have different orientations with respect to the shell alignment key. The
16 of the number is the shell or ring size in sixteenths of an inch. The
-8 is the insert number, not correlated with the number of pins. Look at
the pictures for the individual pin arrangements.
Fair Radio might be a more reasonably priced source, and might have one
actually taken from a 651S-1 to be certain its the right one. The
Collins manual should specify the exact military part number which would
start with MS-3106A... and reference MIL-C-5015. There are several
similar (and mating families) some with the pins all anchored, some with
replaceable pins, and those replaceable pins come in solder cup or
crimp, and some that are hermetically sealed, and prices do vary. That
06E is the hermetically sealed variety probably the most expensive of
the lot.
Looking at my handiest Allied and Newark catalogs I don't see a size 16
insert with 8 pins. The smallest I see is size 18. That has 7 pins in a
circle and one large center pin. Ordering the wrong connector can be
expensive.
