[Collins] 32s-3/75s-3b transceive

The use of the dummy plugs is mentioned in several sections of the
manual(s).
They are used when the tranceive cables are NOT connected.
In the 32S-3, the XTAL OSC. plug is stored on the slug rack.  I keep the
others in a small drawer on the shop bench.
