Pot open on the ground side? pot circuit open on the ground side? Does
the bias voltage vary with the pot setting? With no idling current the
PA probably isn't very linear, though with enough drive it can kind of
run something between class B and class C for CW.

That's less likely after changing the power supply. How about a dirty
contact on the screen wafer of the emission switch (S9A)? Or the PA
disable jumper between J5 and J6 cut and not replaced outside?
