One NEVER fuses the neutral, only the hot side. That's to prevent the
neutral fuse from opening and killing all normal indications of voltage
in the radio while leaving the line circuits with 120 volts to ground to
burn the fingers of the inquisitive. The modern grounded plug forces the
polarity of the plug to be correct so that safety is fairly ensured with
the fuse only in the hot (black) wire, providing the receptacle is wired
correctly. There are relatively inexpensive test devices to test
receptacles in the hardware stores.
