Below is something more in terms of a checklist/doc that I have considered
in the past when setting up some of the events we ran, that either were or
could have been helpful. Might find some of the things helpful. Throw the
rest away. Certainly in my view, things that an ARES manager has to look at.
Certainly not presentation ready, but informational in its intent.

What is the event?
A.	synopsis of the event and requested support, location, type,
estimate of locations to be manned, type of communications needs, any
special considerations.
B.	Contact in calling agency?
C.	Numbers for contact, location
D.	Other agencies involved
E.	Contacts for those agencies
F.	Meeting info (planning and updates)
G.	Meeting locations?
H.	Agency frequency lists?
I.	Staging area location
J.	Staging Incident command ID?
K.	IC location?


What manpower is required?
Prioritize agencies to be served? 
Priorities for manning?
Priorities for modes?
Who is the ARES/RACES leadership? (contact info)
What specialty comm. Equipment is required?

Special conditions (topography, weather, hazmat potential, power, shelter,
etc.)
Mapping for access to the event and for coverage area of other served
agencies involved?
Frequencies that will work in and out of the event areas?
Modes most effective for requirements presented?
Direct assignments? Which direct and which are staged?
Location information and coordinate contact at location?
Establishment of contact path? (using Radio, Cells, e-mail,  carrier pigeons
etc)
Transit frequency?
Resource net frequency?
Resource net control?
 Establish Resource net times? (times when people know to check in for
resource needs on long term event)
Operational net?
Establish Operational net control?

Assignment and or use of Tactical calls?
