I agree. Being able to follow a strict set of rules is probably a whole lot
less important than being able to think on your feet.

When I was an EC I participated in one of those tabletop exercises that
counties pay consultants to put on.

I'm sitting at a big table in the newly-bombproofed basement of the
Sheriff's
Dept with the Sheriff, a fire chief, a county road guy, a hospital
administrator, the Emergency Operations guy - - the whole bunch. Boy Scouts
are serving
as runners between our room and another room where the scenario is being
manipulated. There are a couple of hams - - my buddies (ha!) - - helping out
in the
second room.

The exercise begins and the runners start bringing notes to our table. I'm
feeling a little left out because none of the messages are for the hotshot
EC
who built this really kewl repeater with autopatch and expensive
lead/calcium
backup batteries and with the help of the mayor (who's a ham) got it
installed
in a utility closet at the Fire House and got the Stationmaster antenna
installed at the top of the water tower along with 135' of nice hardline and
a free
phone line.

Finally a note arrives addressed to me. It says that the repeater just went
down.
