I agree. Being able to follow a strict set of rules is probably a whole lot=20
less important than being able to think on your feet.

When I was an EC I participated in one of those tabletop exercises that=20
counties pay consultants to put on.

I'm sitting at a big table in the newly-bombproofed basement of the Sheriff'=
s=20
Dept with the Sheriff, a fire chief, a county road guy, a hospital=20
administrator, the Emergency Operations guy - - the whole bunch. Boy Scouts=20=
are serving=20
as runners between our room and another room where the scenario is being=20
manipulated. There are a couple of hams - - my buddies (ha!) - - helping out=
 in the=20
second room.

The exercise begins and the runners start bringing notes to our table. I'm=20
feeling a little left out because none of the messages are for the hotshot E=
C=20
who built this really kewl repeater with autopatch and expensive lead/calciu=
m=20
backup batteries and with the help of the mayor (who's a ham) got it install=
ed=20
in a utility closet at the Fire House and got the Stationmaster antenna=20
installed at the top of the water tower along with 135' of nice hardline and=
 a free=20
phone line.

Finally a note arrives addressed to me. It says that the repeater just went=20
down.
