[Cliffdwellers] Artificial ground/counterpoise?

Several years ago I recall seeing the plans to build one in one
of the ham radio magazines -- not sure which one. Seems like it
was just a very simple "antenna tuner" circuit which connected to
ground instead of to an antenna.
