[Cliffdwellers] Artificial ground/counterpoise?

I am looking for a chematic or other information that would help me to build an
"artificial ground" box, of the sort that Ten Tec and MFJ sell for $60-$80.
>From what I can gather, the circuit is a cap, coil, and RF ammeter connected in
series.  How far off am I?  If you can give me more to go on in building one up
for myself, or know of a website that has this info, please let me know. Looks
like a useful gadget to have in a pinch (and I am space-pinched of late!).
