  Hi Jim: Very timely! We are on the same page, I used something very 
similar for years, the Radio Shack tri-pod bolted (carriage bolts, round 
head down) to a 4'x4' piece of G1S plywood with a good coat(s) of Thompson's 
waterseal. For ballast I used 3 24"x30" concrete sidewalk blocks, they slid 
nicely between the tri-pod legs. The mast was 32', it survived over 10 years 
against winds of 50 mph, rain, snow and -50F. This setup was set up against 
the shop, so that blocked say 10-15' of the mast. There were days when that 
mast would "whip" around a foot or so each way, for the neighbors piece of 
mind I added two rope "guys", it did stabilize the mast, it kept him happy. 
The "guys" were simply tied and taped mid-way up the mast, then tied to a 
nearby fence.
  Taking it down was easy, just remove the ballast, tip the mast your way 
and walk it down. When I finally took it down the plywood was in still in 
very useable shape. Just to be safe I changed that old piece of plywood with 
new.
  Over the summer I painted the mast and in the next day or so I will be 
using that same tripod/mast setup (un-guyed) as one support for a Flag 
Antenna, between my 64' tower. About 15' of the 32' mast will be sheilded 
from the prevailing wind by the shop roof peak, a wind break.
  If a person wanted added safety, you could drill appropriate sized holes 
in the corners (a few inches in from each corner) of the plywood. Using say 
4' lengths of 3/8" rebar with a "fender washer" driven thru the corner 
holes. This is the method used for holding the base on a "bracket tower".
  So yes a very proven method, tested, tried and true here. Give it a try, 
think safety first! 73's.

Hi: Here's a suggestion for an antenna mount.  I bought a Butternut HV2V
from another ham recently, and helped him take it down from the flat roof
of his condo. He had a Radio Shack tripod antenna mount. It stands about 3'
high. It was bolted to a sheet of plywood, which was prevented from moving
by a number of sand bags.
