My CE200V meter was sticking as well when I first got it. I disassembled it and found the pointer was just slightly bent so it dragged across the face plate. I VERY CAREFULLY (yes, I know I'm shouting) bent the pointer back just a fraction and it has been working fine ever since. If you bend it too far, it will then start draging on the glass, so experiment a little, just be very gentle as to not break that pointer.
