[CALV-ARES] Upcoming Basic SKYWARN Training

The National Weather Service WFO in Sterling, Virginia, has provided 
their Fall SKYWARN training schedule[0].  I encourage everyone to attend 
one of the classes and there are two that are nearby:

* September 21st from 6-9PM in La Plata
* October 22nd in Charlotte Hall

Pre-registration is required for these classes.  Also, November starts 
the Winter training (Basic class required) classes so it would be good 
to go ahead and put on of these classes on your calendar, now, as well.
