[CAham] Will new cell-phone law effect mobile ops?

What on earth do they mean in subsection (3) by "digital two-way radio that 
utilizes a wireless telephone that operates by depressing a push-to-talk 
feature" ?   Would that be equipment like Nextel which isn't really a cellular 
phone?
