    Is it possible that you don't have all the fragments, perhaps the 
value is some other combination that has those numbers. Silver means 10% 
so it could be something other than 0.51 ohms.
    Its not unusual for some manufacturers to make changes that are not 
documented. Hallicrafters is one and there are others.
     If the transmitter is inoperative you should be able to find what 
is wrong. Such a small value sounds like a damper (wrong term) sometimes 
found in the grids of tubes to prevent parasitic oscillation. If its one 
of those the thing could well be dead in the water.
