The old ARRL Handbooks show how to combine VR tubes for regulation & they include using tubes in parallel.

I have not seen two 0A2's run in parallel.
 The striking voltage is going to be anywhere between 5 and 35 volts above the regulated voltage. One tube will always strike first and then the voltage will drop to the regulated voltage and the second 0A2 will never strike. Jim
