Hi Gary,
I have a  powder coat guy that does my cabinets- and there is  a wrinkle
black powder coat that is a wonderful match to the older rigs. You can see
some of it here:

And of course, you cannot beat it  for durability. So, if you can find a
powder coater I can get the paint number for you,

I have an Eico, model 730 modulator.  It includes the optional E5 steel
cover.  A previous owner repainted the cover orange.  Ugh. Yuk. Ick.  

I suspect the original, beautiful black crackle paint was stripped or sanded
off before making this thing look like a rectangular pumpkin.

I plan to strip and repaint the cover with as close as I can match the
original, rather shiny, black crackle paint.  When I was a novice, in 1960,
I recall having good luck with black crackle paint made by General Cement.
A search of the GC website indicates that they no longer manufacture any
such item.  

Does anyone on this list recommend a source of shiny, black crackle paint,
based on personal experience?
