It’s been quite some time since I owned a TS-830S, so my memory could very well be faulty.
As I recall, the drive meter reading may have been derived from PA grid current. The cathode-grid circuit becomes the rectifier.
If that be the situation, no PA tubes would result in no drive reading.
If there was no drive reading with the PA tubes in place, and the filament voltage was turned on, I would suspect that the meter switch might benefit from some contact cleaner.
If the PA tubes (essentially 6146s) are in place and their filaments are not lit, there will be no grid current.

I'm repairing a TS-830S, and the last thing on the list is no Drive
indication on the meter in the ALC position of the meter switch. I've
measured plenty of drive signal on a 'scope, but nothing on the meter. I
know the meter works because I can see the HV. The 6146's are removed
until I fix the drive meter problem.
I'm assuming there's a circuit somewhere that samples the Drive signal and
rectifies it for the meter to read, but I can't find the circuit on the
schematic. Can someone tell me where to look for that circuit? I'm
guessing (and hoping) there's a blown diode that needs to be replaced - if
only I could find it.
