If this is a 1KV cap its almost certainly a paper cap. I
don't think electrolytics were ever oil filled. The oil is
probably a PCB, I don't think a big hazard but try to keep from
being exposed to it much.
I have no idea of what sort of HV caps are available now but
a search at one of the large suppliers should find out. Oil
filled paper caps came in round cans, like electrolytics, and the
familiar square cans. If you can replace it with a modern plastic
cap or a couple in series, they will last forever.
While oil filled caps were much longer lasting than the usual
wax filled paper they still have a limited life and should be
replaced.
