[Boatanchors] Epay values

I rarely use the Bay any more. When I do, I just decide in advance how 
much I am willing to pay and bid appropriately (as I have always done). 
If somebody else wants an item more than I do then I drop out. I have 
never overpaid for anything. I think I have paid fair prices. I have 
seen others overpay for something but never saw the seller complain 
about that :)
