[Boatanchors] Free Drawing Program for QSL's?

For all my illustrations and QSLs, I've always
used plain vanilla "Windows Paint," as it comes
and a scanner or graphics cribbed from the net.
Just learned to work with its limits.  I've used
more elaborate and expensive programs, but IMHO,
all those bells and whistles "cost more than they
come to."
