There is actually a commercial product named "Rubber Renue" by MG Chemicals. 
Stinks to high heaven but works great!

I'd like to thank whoever it was who suggested soaking in 
silicone. 

Fiddling with an old RCA WA-44C audio generator, I found the rubber part 
that engages the tuning dial hard and shrunken to the point it didn't 
work. 

After a day in hardware store silicone spray lubricant, it's soft and 
apparently back to its original size.
