[Boatanchors] Sunspot Minimum

The decreased sunspot activity will most likely hurt the upper HF bands,
but for the lower bands (80M, 160M, and beyond), it would result in much
lower noisy band conditions, providing the ability to work stations that
you couldn't hear otherwise.
