Very early Rangers did not have the time-sequence keying feature, which was added later.   If it is present, it may simply need to be adjusted, or, depending on any overhaul work done (or not) on the radio by the provider, it may need some minor overhaul (e.g, cap replacement, etc.) to make sure it’s working properly.
