A rather stupid idea, for sure.  I know of NO new hams who actually join ARRL!

Here we go again:  The ARRL mucking about in the regulatory process with
another hair-brained scheme to grow the ham population and increase ARRL
membership and sell more QST subscriptions, books, badges, and t-shirts.  I
wonder who comes up with these ideas, the Board or its retained counsel?  I
wish the ARRL, a publishing company, would stop purporting to represent
amateur radio in Washington, but unfortunately there's no other option.

I have conducted a number of amateur radio portable operations in public
places through the years, as well as JOTA stations for Scouts.  In each
instance, the number one mode of interest to non-hams, young and old, was
CW.  They thought voice and digital was great, but it was CW they found
fascinating.
