I have successfully shipped pre-WWII magazines at book rate, but was probably just lucky and they didn't inspect the contents.

I would assume the "no-advertising" clause would apply to older ARRL Handbooks and west coast Radio Handbooks as well, since they had an advertising section in the back pages.
