[Boatanchors] Need operating instructions or a manual for the Heath IP-2730 power supply.

One of my first "go to" items for a simple load is an old auto headlight
(12 vdc one) - good usually for up to 14 volts or so and draws a reasonable
amount of current just so that I know "something works".
