They definitely will drift without current passing through them. I've
got hundreds of NOS that are as much as 50% high. In my experience,
Allen Bradley are the most stable. Even after a half century or more, I
rarely find them out of spec.
It also seems that batches make a difference. I've worked on several
radios that had all of the resistors of a particular value bad, but the
rest were okay.
