[Boatanchors] WWV Petition Potential Problems

Well, I don't know if they are shutting down WWVB as well, but with
their wording, I'd assume so. Here's a byte I got from the NIST
website (link below)

"$6.3 million supporting fundamental measurement dissemination,
including the shutdown of NIST radio stations in Colorado and Hawaii"
