[Boatanchors] Hallicrafters HA-1 (TO Keyer) woes

I have been in contact with W5JV for over 24-hours.  He has already done most of this.  I have run into a bad relay (shorted to the "on" position) that has caused similar problems.  The relay is "plug in" and I am waiting to see if that is the problem.

recap the entire unit including all the ceramic disk caps. check the tubes, clean the pots and you should be good to go.
