yes, there is the possibility that some of the tubes are bad or the that the mercury relay has failed. However, as a starting point, the keyer, if it has never been re-capped, is already more than 50 years old. Most electrolytics are leaking at that age.  The leakage from the ceramic disk caps will drive the keyer into “run on” condition, and of course, as previously mentioned, check all the tubes on a lab quality tube tester, i.e.: Hickok, etc.
