[Boatanchors] Removing Cigarette Tar from painted 19" panel

I've used pure alcohol with success. Either 90% isopropanol or denatured alcohol
works.  Normally alcohol is the first thing I use on any non-wood radio. For wood the first thng
I use is non-pumice creme Gojo.
