That looks almost exactly like the knob on my HT-9 and BC-610 transmitters except those knobs have grooves/lines around the outer part of the wheel but otherwise the shape is identical. I have both open and closed steering wheel knobs on some of the other Hallicrafters gear but none look exactly like that one but it is close enough it likely was one of the many Hallicrafters variants.

After looking at the first picture of the SX-28 on the Radio Boulevard
that Jim Larsen just shared, it looks like Hallicrafters got the knobs
from different vendors. Some were open and some were closed. They are
solid on my SX-28.
