[Boatanchors] Reforming Electrolytic Capacitors

I never bother anymore. Make sure that the proper size fuse is in the amp
and turn it on. If it works, fine. If not replace all of the caps.
If they are dried out to where you have to reform them they most likely
won't last long. Better to replace them.
