 I have determined that it is not a moving iron vane meter design. It's a moving magnet design first patented in the 1940s. It's also undamped so it bounces like undamped moving iron meters (some of which are damped, however).

It's an undamped (a.k.a. moving vane or iron vane) meter.  A cheap
meter found in a few novice rigs like the T-50.  The meter flipping
around going bounce bounce bounce is part of the run of running one of
those rigs.  If it's actually smacking against a stop something's
wrong.  Too much plate current or the shunt is wrong or something.
