Heath at that time probably was still buying lots of surplus parts that
were hitting the market and probably got a great deal on the 3 position
switch. Why they didn't label the front panel is a bit of a mystery but
maybe they felt most operators would keep the meter switch either in the
grid or plate position all the time. Maybe the designer didn't feel the
cheap Shurite iron-vane meter needle wobbling and banging would be that
big of an annoyance which is why the unlabeled "Off" position wasn't
mentioned in the tune up or operating section. 

Both my Clegg Interceptor and Interceptor B receivers have a fifth
unmarked position on the bandswitch. Probably got a good deal on a truck
load of switches. Back in the 50's and early 60's, there were lots of
unusual designs and implementation of components based on what was
readily available at low prices. Current generations may wonder why but
if you were around back then, "make it good and make it cheap" were high
on the list of objectives.
