Yes, they can, with some minor modifications.  There was an article  in 
QST a few years back that gave details.  Depending on how enthusiastic 
you are with the mods, you can get several tens to several hundreds of  
watts of DC from a former desktop PC power supply.

One thing to watch, however, is switching noise.  Many Chinese imports 
have the issue of RFI.  It seems they engineer and install the 
components needed to pass FCC type acceptance, then as soon as that is 
obtained, go back and remove most if not all of the RFI suppression 
capacitors and inductors, keeping only the barest minimum that will 
still let the power supply operate.

I am not an expert on this subject.  I recommend that you do a Google 
search for more info.
