If you get powdered rosin, it can be dissolved in isopropyl alcohol and applied with a cotton swab.
When the alcohol evaporates, the dial cord will be thoroughly permeated with rosin and you should never have another problem with slippage.
Many moons ago, Rexall drug stores stocked powdered rosin.  I have no idea what else it might have been used for.

I am  in the mountains of NC and don?t know of a music store, but found violin rosin on Amazon for near free.
