The stripe represented the side that was attached to the outside foil.

It's shown to be polarized on the schematic which in some cases doesn't
necessarily mean its an electrolytic capacitor. I believe it has
something to do with how the foil wrapping layers are positioned in the
construction of the capacitor. If you can recall from rigs back in the
"good old days" lots of waxed paper capacitors had a black band at one
end to indicate polarity. In this application, a conventional .05 mfd cap
at appropriate voltage rating would be fine.
