Note #3, on the 516F-2 schematic, says to remove C-1 when the AC line frequency is ABOVE 60 Hz.  That is, leave it in when operating from AC line frequencies below 60 Hz (i.e. 50 Hz used in much of Europe). Glen, K9STH

Thanks everyone!  I suspected it wasn't an electrolytic but wanted to
check.

I recall reading in an old ARRL Handbook about using a shunt cap across a
smoothing choke to "tune" the choke's performance at a particular
frequency.  Is this the function of C1?    That came to mind as the manual
comments about removing it if the line frequency is not 60 Hz.
