The time it takes to screw around properly testing old tubular paper caps is a waste of time. I just replace them with new modern improved caps and use the time that way. Spending time checking old caps, which most likely are not good anyway, is just a waste of time. Sure, once in awhile I'll be replacing a usable cap, but in the long run, changing them all out is more cost effective.

Hi Lee,
If we never get out our meggers and check some of these caps from time
to time then eventually the whole process of using a megger and meggers
will be lost. How many techniques are we losing each year just from not
exercising our skills? What about testing the brand new caps before we
take the time to install them? I'm sure the phenomenon know as "infant
mortality" has not been completely eliminated.
