You need to use a Megger to check those high voltage caps. I have one, but frankly, why bother? New great and better caps cost very little. The time it takes to screw around properly testing old tubular paper caps is a waste of time. I just replace them with new modern improved caps and use the time that way. Spending time checking old caps, which most likely are not good anyway, is just a waste of time. Sure, once in awhile I'll be replacing a usable cap, but in the long run, changing them all out is more cost effective.

I just gotta step in here. I have restored hundreds of vintage radios and pieces of test equipment. This is my hobby in retirement, and do several every week. When my nfg bucket of caps get full, I dump 'em and start over.
I recently bought some .1 uf / 600 VDC tubular caps on eBay (because it was one of his other items and was cheap). They were NOS and had full length leads. I put them on my Leader LCR bridge which is traceable to NIST calibration.
They measured exactly .01 uf. HOWEVER, when they are tested at rated voltage (in this case 600 VDC) they leaked like the proverbial sieve. How about leaking 550 of 600 VDC applied?
Small battery powered testers are fine for measuring VALUE but cannot tell anything about leakage. For this you need something like a TO-6A, or any of the other testers of that ilk than can supply HV.
Electrolytic caps sitting on a shelf will deteriorate faster than if they are used in a circuit.
For those applications I buy new and test even those with one of several ESR meters......

I need to get input regarding NOS capacitors. I bought a tube caddy with tubes
and capacitors and need to get your thoughts about this particular type of
capacitor. These OLD and UNUSED capacitors are as follow"
1.Brown chocolate drop caps
2. radial leads
3. various values including .01 and .047 @ 500vdc.-
4 .Marked M PVC with some ,1 @600 vdc
5. Some marked M6247 10% .0047 @600 v
My question is whether their unused age is a negative factor concerning use at
present. Do they have a shelf life and if so, what is it? I feel sure that they

Yes, I recently recapped a receiver that had been recapped previously.
But long enough ago that the replacement caps were as bad as the
originals. (plastic encased)

What happens is the caps are not well sealed and over time moisture gets inside
them. Also, the paper has acid in it and when the moisture mixes with the acid,
the cap leaks and also can act as a battery. (If you put an ohm meter across
them in a low DC voltage scale, you can sometimes read a voltage they are
producing. I'm talking about a cap outside a circuit all by it's lonesome.)
Some of the old postage stamp caps were not micas but paper caps and the same
thing happens with them. Personally I would never ever use old paper caps when
restoring a radio. No way. Good new caps are inexpensive and if I'm going to
put labor into the restoration, I am not going to replace old bad caps with
other old bad caps. Old caps that have never been used are not immune to the
above process.

Call Mouser Electronics and ask to speak to a service technician. He will
advise you on which capacitors to use when replacing capacitors in older
radios.
It's just that simple and easier than filling space with speculation!
